The reason the more established kingdoms like Harmonia called them that was because their boundaries and names were known to change between publishings and they weren't all that powerful anyway.
After all, when you are a mountain kingdom mostly known for decorative wooden carvings such as wooden tankards and various ciders - you don't get any respect from older kingdoms that have a GNP more than fifty times your own.
The Silvermoon Kingdom was a single valley surrounded by mountains. One of those mountain passes held the Dwarven Citadel, aka Dwarftown.
The Dwarves liked to dig and build and quaff ales and otherwise engage in a certain boisterous attitude. Ranma got along pretty well with them on those occasions he'd met dwarves. A few elves. A couple of dragons (the talking kind not the wandering monster type). One beaver. The kobolds. Heck, there were a lot of races he'd gotten along with as far as individuals went.
The armor looked elf-make so he hid it carefully away along with as many other nonperishable supplies he could. They'd have to travel lightly after all.
Usagi went with the maid uniform, as she felt that she knew enough about being a maid from having them around that she could fake it. Ranma approved because she was too pale to have spent a lot of time in the sun and was too soft to have been someone who could lift platters of food around a crowded tavern.
Add one hooded cloak and she was just a refugee whose skills were sadly out of place. The long hair even fit to some degree.
Ranma had only the single mount, who was going to be ridden by Usagi as she slowed considerably after the first hour.
