"We still get those?" asked one of the others, rubbing the bridge of his nose.
"Unfortunately, yes," said the first, looking around at the other SERA council members. "There appears to be a serious disinformation campaign going on."
"Any idea from where?" asked a third councilman. "We've had too many of these incidents of late."
"No," said the first. "At first it appears random, then we realized that the randomness itself was TOO random."
"Some one or organization deliberately engineering situations where there are slaughters and survivals?" asked the third.
"We suspect so," said the first, who was the Intel Officer. "It looks like the same information. It's all a government plot, black soundless helicopters, fog being spread by cropdusters or generation equipment hidden in stormdrains, doctored photos, and so on."
"Why?" asked a fourth. "What do they get out of it?"
"We'll know THAT when we can find someone who is spreading these accusations," admitted the First. "So far its a no-go. Back to Kuga-san. Apparently she knows little of the events other than a mysterious organization that contacted her parents, gave them information and money, and some lab - the location of which she doesn't know."
"I heard something about a Kappa class?" asked the second, whose identifying symbol read Budget.
"Kappa class demon Durhan," said the fourth, who was the Technical Officer. "Classified as a biomecha form, one of the unique types. Gunwolf. Seems discomfited in the day, but not particularly harmed by it or thresholds - probably due to the telempathic bond between Kuga-san and itself. Any injury to Durhan duplicates itself on Kuga-san and vice versa."
"We need a different term than 'demons' or something negative like that for those who are not actively hostile towards human," pointed out the Information Officer, who was the second of the councilmen.
"What about 'Avatars'?" asked the Technical Officer.
"We'll have to float that around," said the Information Officer. "See if we can come up with a better one. What about this new data on Ranma Saotome?"
"White Ranma, or blue-eyed Ranma, seems perfectly normal if a bit obsessed on the martial arts," said the Technical Officer. "Black Ranma, or red-eyed Ranma, seems to be like an Avatar but internalized. When he goes Black, every psychic sensitive or demonhunter in the vicinity starts getting agitated. Something very very dangerous is lurking in Ranma Saotome - however it doesn't appear to be threatening to anyone he associates with regularly. Those in his 'pack' to use the wolf metaphor that's been applied to him in the past. Those outside the 'pack' - well, best they avoid Black Ranma. Any civilized behavior from Black Ranma is merely a thin protective coating."
"You've heard his voice when he 'goes Black'," said the fifth, a woman who shivered slightly after speaking.
She wasn't the only one though, many of those looked distinctly uncomfortable as they had met Black and found the experience unnerving to say the least.
"Durhan, getting back to Kuga-san, is fairly powerful now but will likely grow in power as Kuga-san gets older." The Technical Officer looked in the direction of the ceiling as he pondered something.
"What of Chiba?" asked Information. "He had similar circumstances to Kuga-san, did he not?"
"Ah," said Intel. "Mamoru Chiba. As for him -"
