Shampoo knew she was very close to finding her fiancée (whom she still hadn't given the Kiss of Marriage to yet). He was proving to be extremely difficult to track down. It was frustrating - and when she gets frustrated, she goes to her hobby. She didn't know that Ranma had used the Great Will to give her a hobby as a better outlet for her anger than landing her bike on his head. Her hobby? Machinery and computers. Although she was limited in parts, she was usually able to "acquire" some from the Chinese military.
So, she was crossing the sea to get to Japan. She knew her fiancée was somewhere in Tokyo, she just had to find him. A man with pink hair and bunny ears shouldn't be too hard to find in a city setting.
Good thing that none of her rivals knew he was in Japan! Of course, they didn't know how to use the internet as an information source. In fact, they didn't even know how to type on a computer!
And she knew that Mousse (the annoying idiot) wouldn't be able to follow her very well, especially since she was using an amphibious, all-terrain, armored car, courtesy of the Red Army (with her own modifications).
Shampoo simply hoped that her new bunny husband wasn't already entangled in a relationship. But that's what she learned Colonge's Hissatsu Shiatsuken; to make sure that she will be the only woman in his life!
