As the Interceptor unit he had to be able to access data, evaluate threats and capabilities, and develop strategems.
A very important detail came up during that scan.
Ranma now placed greater importance on the alliance. Hotaru's wellbeing was high priority. Hotaru was Sailor Saturn. Having an alliance and support from one of the other Sailor Senshi would be useful. As Makoto was not active it had not shown up prior to this, but it was clear in this more detailed scan.
That also placed her strength and fighting ability into the potential of minor superhuman. If she did activate, any strength and skill she trained up to would be likewise enhanced.
Better and better.
So he had to go with subtle. Something that could be construed in several manners, at least some of which would be indicative of the relationship that Hotaru had spoken of. It was considered, due to his research, the proper manner of such things.
Ranma waited until the girl had finished packing up the remains of their lunch, then approached her. A flick of her eyes indicated that she had marked her approach.
"Here's our address," said Ranma, handing her a slip of paper. "I would appreciate the chance to test our skills on a regular basis. Plus, Hotaru seems to like you and she could use a friend."
"Oh? Ah, yeah, sure," said Makoto, taking the paper and glancing at it. "That might be good."
"You have considerable strength and potential," said Ranma, detecting a certain lack of enthusiasm, "and you're a great cook. Please consider it."
Makoto frowned ever so slightly as the cooking comment didn't fit with the rest of the statement.
