Ranma and Usagi's love was so strong because their love had been carried over and strengthened from their past lives in the Silver Millenium. However, they hadn't been able to be together during the Silver Millenium. It just wouldn't have been appropriate. Ranma's social rank back then had been had simply been too low for the Moon Princess to date.
To hide this relationship, Serenity had been having her trysts with Endymion. The three of them had set up the infamous love affair between Endymion and Serenity for one reason only. Endymion had fallen in love with a girl who was, much to his shame, too young at the time for him to woe. Having Serenity and Endymion 'secretly' seeing each other allowed Endymion to get out of having to choose a bride at the time, and it allowed Serenity and Ranma to see each other.
