Unfortunately, discord wasn't something that was left behind at the same time. Certainly, there was some common ground in wanting to be able to live in society where things were done for the common good. However, there wasn't even a single joint concept of what that would be. Some always thought that they knew better, and felt that they were being held back by the system.
And others just thought that they should get more, some because they 'deserved' it, and some simply because they were greedy. There was no such thing as a foolproof way to filter out all the possible troublemakers, especially when they would only really act out once that they were solidly 'there', and wouldn't be able to go back. Then there were the many individuals who had been born on this new world, and, despite possibly being raised by solidly moral parents, would go really astray.
That was what was to be found in this area. Most people there were law abiding, but there were enough troublemakers to create a problem. In some places, there were restaurants where one couldn't go in without the threat of a knife flashing in an isolated booth, or being caught in a dark alley for a beating that might not leave them moving afterward.
All in all, this was not a place where one found a simple gang of delinquents. What one had to face was a group of vicious thugs who'd tell a victim that they'd kill him if he didn't give over his valuables... and consider killing him even if he did as they said. Kindness was absent from their makeup, and at best, one might survive to get to a clinic for medical attention under one's own power.
To them, getting what they wanted was of foremost importance, and if someone got hurt in the process, then so much the better.
In this loose alliance, there was always someone looking to 'better' themselves, which meant a lot for:
