He liked the randomness of the Neo-Pactio system, but the Suka transformation was completely at odds with the way this world worked. An enemy wouldn't discount a helpless an opponent in this world, merely use that moment to kill them.
That wasn't funny at all and would cause others to avoid becoming a pactio partner. Which wasn't what was wanted from the situation at all.
So, Toltiir had looked around, found alternatives, worked out the basics and put them down as things to try out.
The Power Card would be the basic powerup, much like the Armor Card of the Neo-Pactio system. Then came the Cosplay or Support Card - not as powerful but longer lasting.
That worked, and allowed for a certain balance down the road. Power Card was intense and lasted about ten minutes. Support Card could go for four hours? Maybe have to tie that down a bit later. Just override the random factor so that the Power Card would come up until the details on the others were hashed out.
Dud Card or Animal Card? Turn the Ministra into an animal, but with all the abilities of that animal instead of a little SD version. Maybe. Have to look at that.
Then, of course, there could be an Ultra card that would only come up rarely and only when there was an intense need.
Heh. 'Warrior of love and justice' kind of thing. HAD to be done.
Telepathic range of the cards set at 11 kilometers maximum. Summoning would be about half that. Both required that Ministra and Magister have their cards of course.
Most of which were concerns for later. Leak the details in a vague form to the Hokage and the watching jonin of their Inner Circle. Among other things that would allow for further leaking of details later when it would be more amusing.
Oh yes, and it might be good to go with this. Couldn't hurt to have Hinata Hyuga put on the list of recruits for medical training. Just in case any jokes went wrong, after all. Never underestimate the sheer contrariness mortals could manifest.
The Hokage stared at data scrolling over the surface of his crystal ball and wondered (not for the first time) what the heck was going on.
New kekkei genkai detected. Owner: Naruto. Ability: pactio.
Pactio is a form of contract with physical manifestations, such as those developed for the summoning of beasts. In this case it is a way of empowering a human or animal partner beyond their normal capabilities.
"I didn't know this had such a handy ability," noted Jiraiya.
"Neither did I," admitted the Hokage.
Pactio manifests in cards instead of scrolls. Pactio Cards manifest several powers, depending on operating commands. The Magister (contractor) and the Ministra (contractee) are then able to utilize the following abilities through their Pactio Cards
a) Silent Communication. Both Magister and Ministra are capable of speaking through a mind-to-mind connection, so long as both have the cards within their physical possession. Range of Silent Communication is roughly 10km.
b) Summoning. If the Magister has enough power (magic, chi, or chakra), the Ministra can teleport to the side of the Magister. The reverse is also true. Summoning is subject to half the range of Silent Communication.
c) Reinforcement. With the pactio activated, the partner's strength and speed and durability were all enhanced by roughly a factor of four.
"Damn," said Jiraiya. "That's handy. I can imagine all sorts of use for that sort of thing right there."
"It also means," said the Hokage, "that if Naruto is placed on a different team than Hinata that one can call up the other for reinforcements on a difficult mission. On the other hand, if they're running seperate missions at the same time..."
Pactio Enhancements
Artifact: All temporary and permanent pactio grant the use of a weapon or tool. This varies depending on the individual.

"What are all of you blathering on about?" asked Hiashi Hyuga as he'd been dealing with a supply report all this time.
Hinata Hyuga stirred herself from the pleasant dream in which she'd shared a kiss with Naruto. A kiss that had been sweet and exciting and caused the blood to thunder through her veins like a stampede of aurochs.
As she awoke, she noticed that she was still in the cell. That Naruto was watching her. That she was wearing...
What was she wearing?!
