The problem with any more typical android/robot was that Naruto and Jiraiya would return home at the end of their training trip. The other world had slightly different physical laws, making a number of things less useful than they would be in the Three Galaxies.
So he had to find someone who, if they survived the two-and-change-year training trip with Naruto and Jiraiya, would be able to function. Someone who could keep up with the two or, if things went that way, could handle things while they were off adventuring.
Honestly, this was still all set-up for the humor that would hit later with the new Naruto and Jiraiya's return. Toltiir was especially looking forward to see Sakura's face the first time Naruto or Jiraiya pulled off an absolutely awesome (by ninja standards) jutsu.
Whoa. One eon-moment there. 'Set-up'? Now where had he seen...
Ah. Perfect. Proper soul to use, no prior commitments, tragic end, core compatibility. Good. Subject agrees. Evangeline McDowell did something similar with that Chachamaru in another reality, so this isn't too inventive. Hmmm. A little more tendency towards ecchi latent-inherent than was typical of a Nanoha, but that was a minor detail after all.
Now the body. Hmmm. Subcontract that work, too tedious. Just shift time around and let the experts go to work. Another joke pulled on someone entirely different. Heh.
Oh yes, synth body. Enough cybernetic parts that she'd be easily identifiable as a gynoid, with the techo-magic relays and such to emulate the magical abilities. Raging Heart? Or was that 'Raising Heart'? Okay, that was done too. Summonable from a linked subdimensional pocket.
Lots of magical power there. Her potential should be in that category though - to duplicate the original as close as possible.
Put her in the proper area and...
Well THAT wasn't how it was planned out. Immediately tried to stop a monster from stalking a victim and got caught up by the monster's criminal gang unloading attacks on her until her protective fields went down.
Still, it could be worked with.
