That there would be civilian casualties was brought up, discussed, and eventually handwaved off. That there were ninja who were otherwise sympathetic to their plight, but who would oppose an actual coup and end up dying was also brought up and discarded.
Old rivalries were brought up, payback contemplated. When their hands would be stained with the blood of guilty and innocent alike already - why not?
There were some that didn't care for one or more aspects of all this. Those tended to keep their mouths shut because of clan loyalty or because they didn't want to alienate family members.
The ringleader was the head of the Uchiha clan. The Uchiha with the mask that only had one eyehole was just an advisor that hardly anyone knew.
Which was another part several people had problems with, including his insistence that Uzumaki be captured for later killing. After all, the boy was a friend of young Sasuke wasn't he?
Still, the word was out amongst the Uchiha. A moonless night was chosen specifically for that purpose.
"You have already tried all methods of defusing the situation, Sarutobi," said Homura. "It falls to this."
"Reality trumps your preferences," said Koharu. "They do not know that we know, yet. The longer the situation builds - the more that is likely to change."
"So it is," said Hiruzen Sarutobi sadly. "Very well. The needs of the many. Itachi? Plan C."
The member of ANBU removed his mask and nodded.
Hiashi Hyuga sighed. "Stuck again?"
The dragon nodded.
"Very well then," said Hiashi, beckoning the dragon in. Honestly, the boy couldn't stay in his own tiny apartment when he was stuck in dragon-form. Too small. The Hyuga garden had sufficient space that he could sprawl out.
The boy was Hinata's friend though, and the possibility of her using the Byakugan from altitude via dragonflight WAS intriguing enough to merit the occasional stayover.
Another shape moved forward in the darkness outside the Hyuga compound gate.
Hiashi looked over the figure, up at the thick cloud cover, and then down again. Finally he nodded.
