Sarutobi Hiruzen, the Professor, the Third Shadow of the Flame was in a bad mood.
"You moronic, pigheaded, insignificant, arrogant little piece of TRASH!"
A very bad mood.
Normally, interogation and punishments were handled by the comparatively gentle and subtle hand of Ibiki Morono.
Normally, traitors didn't have the gall to alienate the village's most valuable resource and attempt to steal their most valuable document in a single night.
"Do you have any idea what you have done? I realize you don't actually care since your loyalty lies with Orichimaru, but I have to know if it was deliberate or if you really were just that stupidly lucky."
Mizuki frowthed at the mouth in dumb terror due to the killing intent that filled the office, directed at him. Meanwhile, the better part of the academy officers were in attendance and in similiar, if more minor, states of distress.
Addressing the ninja gathered before him, the village leader snarled. "Naruto Uzumaki was a jinchuriki of the Leaf. He was also a ninja conscript of the village of the Leaf." A very, very evil smile slipped across his features. "I also like him a lot more than I like you or consider you worth the effort of restraining myself from ripping you apart currently."
"Mizuki was the prime mover. Ignoring the fact that you are apparantly all incompetent enough to not notice a traitor who you work with on a daily basis, all of you are resonsable for aiding this traitor in his deliberate sabotage of conscript Uzumaki through passivity."
With a fresh scowl, he backhanded Mizuki to the ground. "Do you know what happened today?"
Silence.
He thundered, "DO YOU KNOW WHAT HAPPENED TODAY?"
Two chunin of weaker constitutions keeled over in dead faints.
"At 09h47m, CIVILIAN Uzumaki was spotted FLYING out of Leaf. I also happen to have weekly conversations with Uzumaki; the only technique you managed to successfully impart to him in over six years of schooling was the transformation technique." With a dark chuckle, he continued. "And he improved on it too. Scent and mass. Scent and mass. The jinchuriki of the Kyuubi is now running across the elemental nations with a perfect shapeshift ability, a flight technique- which, by the way, tells me his control is more than good enough to have been able to pick up the rest of the academy techniques in a matter of hours, nevermind the SIX YEARS you had- and because I, for some idiotic reason had faith in you, had started him on sealing techniques three years ago, intermediate sealing ability." Seeing shocked looks, he allowed himself to preen a bit. "Oh yes, he was a natural hand at it. Not too surprising given his heritage." he mused aloud as he allowed himself to calm.
Really, it was a pity that he was unaware of the bugs in the room.

Across the elemental nations, dozens of intelligence divisions praised their various gods and ancestors that the planted bugs had finally provided some useful information; usually the Leaf bugs were limited to gennin briefs, a strange high pitched giggle, and muttered rants about paperwork and administrative duties.
