One time traveling fellow referred to them as "soft" and "hard" points in time. Some were relatively easy to change (soft) and others would resist change and try to shift back as soon as the force of change would relent.
Others might see time as fluid, like a river. Others might see time as a wibbly wobbly ball of timey-wimey stuff. In either view, there were places where time could be diverted and shifted easier than in other periods.
Toltiir was trying for a single event which would redefine Naruto Uzumaki and his timeline in interesting ways. As Naruto was a Hero, he had more of these than a dishwasher in a bistro in Mizu No Kuni or a mining slave chained to a post in Tsuchi No Kuni.
Some "soft points" Toltiir bypassed without considering. The time Naruto painted "Don't Ignore Me!" on several buildings COULD have gone several different ways. The changes that could be wrought there were small and subtle and ranged from Naruto hiding from an angry shopkeeper in a shrine, to a Naruto whose journey ended abruptly when he missed a jump and hit his head on the way down.
Some "soft points" were tempting but still bypassed. There was the first occasion that Hinata Hyuga attempted to approach Naruto Uzumaki. One little step and the two would have become friends in their first year of the Ninja Academy. That would have consequences in both lives extending out the rest of their lives. Another occasion that tempted but was rejected was the occasion of the Demon Brothers. If things had gone this way, a poisoned kunai would have scratched Sakura Haruno's arm. By the time she could be gotten to a medic, it would be too late and the team would be down their kunoichi. Sasuke merely would have become more brooding, while Naruto would blame himself for the death and begin studying and preparing medicine because his chakra control wasn't nearly where it had to be for the path of a medic-nin.
Here was a "soft point" where a number of subtle changes could be induced very easily - conception. Had this combination happened, Naruto would have grown up with less of his father's concilatory nature and more his mother's anger and strength. Had this combination been the one to take place, his intelligence would have been triple his canonic value but his shunning would have caused him to hide that fact until much later.
Toltiir did stop and look at that last one a bit longer. Show too much intelligence or too much fury, and Naruto's story ended before it began by drawing too much of the wrong kind of attention. Keeping such values hidden, more easy with the intelligence option, was certainly a ninja thing to do.
Finally though, the elder being chose an intervention point.
