"No, sorry," said the Hokage.
"Then... can I try something?" asked Saber.
"As you know, my name is Arturia. I am more commonly referred to as Saber, which is actually my class. This particular summoning was unlike my previous summonings and bound me to the sword. Naruto broke that connection, and now here I am with a physical body and... fourteen or so," said Saber, indicating herself. She settled into a stance that would remind a few there of a general speaking before troops. "What I am proposing is that Naruto use a summoning technique that I am familiar with. Normally it would require a relic of a great hero to use Summon Servant - but with the forces arrayed here I believe that restriction can be waived."
"Why should we allow this? You are already an unknown quantity. Not born to the village or particularly loyal to it," pointed out an old man.
"No, though I have been given reason to show loyalty to Naruto and your Hokage," pointed out Saber. "If this works as I believe it will, you gain another useful genin candidate which can strengthen your village."
"So you would use your own summons to provide a third individual for this group," said the old woman.
None of the four individuals had identified themselves, so Saber had little idea who they were. Only that they were some sort of council. From various clues she knew to look for: all were also veterans of combat and had some skills in that regard.
She also knew that the Hokage could simply declare the thing done, but that these might cause further troubles down the road if it were rammed through without them at least having some input. Politics. She was entirely too familiar with the concept.
"So you're saying you want to attempt this summons, getting someone extremely powerful and of dubious loyalty to our village, to round out your genin team?" asked one of the old men, this one the one with all the bandages.
"Yes," said Saber.
"Why would we agree to such a thing?" asked the old woman.
"Because you have an excellent chance of getting a powerful asset to the village as long as you don't do anything to alienate them," replied Saber cooly, "Even if I do not summon the individual I'm planning on, any number of heroic spirits would aid this village greatly."
Saber sat in the place indicated. She remembered this very well. It was how a version of herself had been summoned all those years ago to be the guardian spirit of a sword. The sword was now gone, but thanks to Naruto's work - she remained.
Now she could direct Naruto as he worked the invocation. Gemstones flared and their power added to the spell.
Then it was done, and standing there before them was:
