The assembled clan heads looked towards the chunin.
"Findings?" asked Hiashi Hyuga.
"Yes sir, this is what I was able to determine," said the chunin, swallowing nervously. He clearly wasn't used to this sort of thing. "I knew Kushina Uzumaki prior to the Kyubi Event. I worked with her in the support role during a couple of missions. I knew she was pregnant with twins, and I knew she had been married to the Hokage. Err, previous Hokage. I was at the ceremony in fact."
"You're a specialist aren't you? I don't recognize the badge on your sleeve," asked Shibi Aburame.
"Yes sir, I work with some of the clans, I'm a minor med-nin and specialist in genetics and the effect of long term chakra manipulation on genetic material - especially that of offspring," said the chunin.
"I recognize you," said Hiashi Hyuga. "Hiroi Gaku. You have worked with my clan in the past."
"Yes sir," said Hiroi. "And the badge indicates Research Department."
"So you decided to speak to this assemblage because you felt that the parentage of the two children was a valid point on discussing their fate," said Shibi Aburame. He inclined his head slightly. "I agree."
"With two children, no one clan is elevated by taking one of these children in," noted Hiashi.
"The added protection would be of value," said Shibi.
The doors opened and Danzo made his way into the chamber. "I was unavoidably detained. Is there anything of import that I missed?"
The Third Hokage arrived after another ten minutes. He immediately looked around. Why did Danzo look as if he'd bitten into something incredibly bitter?
"We were just about to take a vote on clans taking on two of the orphans," said Tsume Inuzuka.
"What?" asked the Hokage.
Without Danzo to distract the chunin and later arrange his death, the chunin had spoken of the twins' heritage. Yes, they were jinchuriki. Yes, Danzo still had the knowledge put out there among the populace that Naruto and Sakura were the Demon Fox split into two human forms.
That those children went to established loyal Konohagakure ninja families made things different within a week of their birth.
They would remain Uzumaki as they weren't formally adopted into the clan. No special clan techniques would be imparted to them. It was hoped that by raising them in ninja clans, they would learn loyalty to the village and grow strong enough to withstand the problems that would be sent their way.
The chunin, Hiroi Gaku, died in an accident a week later than he had originally. That he had displeased Danzo Shimura and been dealt with was just a rumor.
The Haruno family was composed of two individuals, retired ninja who had decided to step down during the last war. A couple who had wanted a daughter, and could now have one.
The Hayabusa family was... well they were there now. Toltiir shrugged at that. They fit the setting well enough. He didn't remember putting them in, but he was pretty sure they hadn't been there previously.
Mystic ninja who were originally guardians of relics, who worked with miko to protect sacred sites and their personnel. Enemies of the Black Spider clan. In this world, they were also guardians of ancient lore and secrets. If their numbers had been higher, they would have been a force to be reckoned with. Unfortunately, their numbers had never been great. When joining Konohagakure it had been whittled down to three families.
Now the Hayabusa were down to one family. It was that family that took in Naruto Uzumaki.
As for the Haruno - Toltiir thought that was simply reality stretching a bit here and snapping back into place there.
Sakura and Naruto still met regularly, still knew each other as brother and sister, but they were being raised by different families and their training took different paths because of that.
With the larger chakra pool came less control over it. Sakura spent years learning precise chakra control that would have come naturally to her without half the Kyubi stored within her.
Danzo had leaked the information about the Kyubi being ripped in half and stored within two children. They still got cold eyes and ignored by many of the village but the children could retreat to their families who handled things a bit differently.
