Mara pondered for a moment. If more of those Sailor Senshi were going to show up, then she was going to need some more powerful underlings to fight them. Besides, if she was going to play the part of the Dark Queen, then she ought to have Dark Generals to serve her.

Mortals would probably work best, she thought. The third class demoness' encounter with the two Senshi was evidence enough that any infernal being lower than Second Class, Limited, would likely prove no better than cannon fodder or monsters-of-the-week. Recruiting higher-class lackeys brought its own problem--a Second or First class Demon or Demoness would be too hard to keep loyal--she would either have to bribe them with more than she could afford, or else she would have to worry about being double-crossed or having her authority challenged. No, mortals would be much better--a mortal could be powered up more easily than a minor infernal being, feeding on the darkness within the Mortal's own soul, and mortals were easy to keep on a tight leash. What's more, they were more expendable than lesser Demons, and they didn't have some of those nasty weaknesses like susceptability to good luck charms or disco music.

Mara brought up a scan of the Tokyo area showing the relative amounts of corruption in the mortal souls there. She needed a mortal who was low on moral scruples, and preferably one who could easily be led to hate the Senshi. Zooming in on one area, she selected her first target:
