Things had not turned out as planned.
In some ways she could understand Shampoo's desire to take revenge on Ranma. Ranma was male, and therefore unimportant to a young Amazon full of her own female superiority. Cologne could understand even if, in her greater experience and wisdom, she did not approve.
Shampoo had been very much the female mirror of Ranma. A woman assured of female perfection over male weakness. The fact that Ranma was an outsider, and thus inferior in a second way, made his rejection of her even more difficult for the prideful girl to bear.
It wasn't the hate and vengeance that mystified Cologne. Had Shampoo challenged and attacked Ranma she would not have been surprised, even if she would expect that she'd eventually have to mourn her grand-daughter if it continued. It was the manner that Shampoo chose to achieve her goal that confused and disgusted Cologne.
Shampoo has conspired to drug and ambush Ranma, an admission of inferiority that should not have been allowed. And she had not only allowed the death of an expectant mother, a large enough crime among the Amazons, but she had caused the death by her own hands.
And so Shampoo was exiled from the tribe. As if she had never existed. And so Cologne's family died, at the hands of a bitter and rash child.
Some talk of seeking out the surviving children to make amends for the loss of their mother was given, but it was decided to leave the Japanese to their own devices. The Amazon tribe was eager to simply forget the existence of Ranma and Shampoo, powerful blood or not.
The only concession to the normal procedure for dealing with the orphans of such a murder was to declare that the children would be considered Amazon, should they ever appear again. No other action was to be taken.
