He no longer needed a scouter in order to judge power levels, he could see the power just barely tapped within each.
The one in white was the most powerful, the one with the twin-ball hairstyle.
Next was the youngest one. A child really, in the threshold years before adulthood. Give her a few years and she might be even more powerful.
After that it was harder to say. The others tended to bunch around the same basic level, though the one he had tied up with her staff seemed next. Followed by the one holding that mirror and the one whose sword had made an efficient paddle.
The one with the Scouter or reasonable facsimile seemed the weakest. Not that this was necessarily a bad thing. The relationship with Bulma, though he felt entirely detached from it - had been satisfactory at the time.
Human kingdoms had at one time married their royalty between nations in order to cement alliances and keep those kingdoms in a less hostile environment, something he had discovered in moments of idle curiosity after running into Brolli and that false New Planet Vegita. It had seemed typically Earth-sneaky.
He could certainly see what he gained, and what this Earth Kingdom gained. They would establish official ties with him immediately. If their kingdom was attacked, he would be expected to assist them. While he didn't need them, the reverse was true as well.
So he would receive recognition of his might and their assistance (however unneeded it would be) in setting up his New Vegita. They would receive his goodwill and assistance. It was also sort of like bribing a more powerful opponent so that he didn't crush you.
"Are you attempting to negotiate in that ancient Earth manner, an alliance between Kingdoms so that I assist you in eradicating your enemies?" Vegita asked as subtly as he could.
There was some startled looks, slowly becoming grins.
"Yes! That would be great!" said the one they'd identified as their leader, Sailor Moon.
Vegita nodded. It all made sense. Let's see, if he had to have a replacement for Bulma, it should be...
"You."
"ME?!" said the indicated girl with some trepidation.
"Yes, I will allow you to be my consort," said Vegita, "thereby linking our kingdoms. It is a bold plan but I have heard of this concept before."
