"So you could do it?"
Sure, I can make it so that you can summon or transform into a 600' tall giant mecha. Have to tweak the timeline or mechanisms a bit so that it's not a glaring discontinuity. Those can cause eddies in the timestream that destabilize things. But what would you DO with it? Chase down Tora?
"Well, no, but Akatsuki would be in for a heck of a surprise," said Naruto, having brief images of stomping on various bijuu-hunters.
Not that I object to rampant overkill and over-the-top power, but the local gods are going to object to that. A lot.
"So?"
They're gods. Sure I can do it, but then they get whiney and pissy and start looking for ways to subvert it. It ends up being no fun at all.
"Oh," said Naruto. He was familiar with having pissy neighbors after all, and could relate. "Too bad you can't just make ME a god."
Oh, I could. There's an open slot or two I could use to finagle things around, and all I have to do is point out that Orochimaru would be a MUCH worse associate for them to have to deal with. You're a lot nicer and much more relatively sane.
"Huh?" Naruto scratched his head, completely ignoring that he was essentially a ghost at the moment. "You can make me a god, but you're not sure about a measly giant robot?"
Becoming a god or demi-god has its own problems and repercussions, not to mention politics. All of the gods of your world have lots of experience in being gods, and frankly you're not the sharpest kunai in the pouch. Most of them would think they could trick or beat you around without any major effort. Especially while you're still connected to the mortal world and able to affect it directly. Giant warmecha with great oomphing guns and the like - not something they're that experienced with.
"How about if it were smaller?" asked Naruto.
Well, if it were like power armor or something like that, you've already got the whole bit with the tailed forms. If it came down to something like that, I'd rather just give you a magic weapon you could channel the Kyubi power into. Less hassle and a more manageable effect.
Naruto sulked as he listened to his dream of being the first Hokage with a Really Cool Mecha was being dismissed.
Naruto stopped sulking, getting a thoughtful expression. Hey, maybe...
