Here was a universe in which Keiichi Morisato, his family, and his troubles, continued on. This was a universe without the Heaven and Yggdrasil System and goddesses to provide their elements. It lacked magical beings to intercede, in fact - though the underlying physics didn't preclude them - it had no magical elements going for it whatsoever.
Further look into the whole underlying equations turned up that magic COULD work, it was just that nothing had ever come around that would tap into those forces.
Looking forward, Toltiir determined that if he didn't meddle - several things would occur. No Belldandy, so none of the possibilities she could bring to Keiichi's life would occur. Sayoko Mishima enjoyed her reign as "queen of campus" and never showed any interest in the mechanically inclined loser without Belldandy to bring out his best qualities.
Chihiro eventually did get involved, but after a few years her business failed with a major economic downturn.
Eventually Keiichi got a job, lived a quiet and unremarkable little life, and eventually died in his late forties.
All of which lacked a great deal of humor.
The point of active-change, where Keiichi's life would significantly alter, was the easy decision. His second year at Nekomi Technical Institute had various sub-points that would allow the timeline to get further divergent.
Of course, backtracking the alteration so that there was a past precedent took a bit longer, but finally everything was set and set into motion.
